I think the good move is to do Press Release and creating profiles on facebook and twitter. Attract users to your profiles and let them know what you are and how your products/services are helpful. I think its a good idea to start the off page optimization before launching the site as you have already registered the domain for it. But be sure that your designer design the site and does On Page Optimization properly so that it could be beneficial for your Off Page efforts also.
