Quality backlinks are those links that are mainly contexual link. By contexual I mean to say those links are coming from the main content of the page so this links are most hard to earn as well. Though there are lots of way that we can earn this contexual backlinks to our sites but email outreach is the best strategy for me.

Page Rank Apart from the relevancy the other 3 factors ensure the strength of a website to which you are going to link with.
Those links you get from High Domain Authority websites. Websites should be related to your top/niche.
