I know nothing about the 2.0 strategy, but by the sound of it, it's probably another scam that Penguin is going to take care of. SEO gurus crack me up. They always come up with scamming ways to scam the uninitiated. Fortunately, it doesn't last long.
Well, it did, but it's been out of favour for many years now. Google worked out what was going on and removed the advantage.
First you need to understand SEO backlinks and content marketing in details like the effect of that, how it works, why it is needed, etc.
Don't waste your time with that. If you own a web development agency then focus on guest blogging on business/marketing related websites and building up your social media presence. Focus on content, and forget about quick backlink strategies. Everyone I have seen who offers web 2.0 backlinks as a service is providing you with low quality spam content and crappy backlinks that won't help you. Believe me, I was doing this in 2010 with blogspots, weeblys, wix sites, wordpress dot coms, etc. It worked sometimes, but overall it was a waste of time.
What makes me laugh about attempts to get quick results from SEO is that there continue to be clueless web developers who think that they can beat Google at this game. Google has billions of dollars of technology and tens of thousands of engineers to line up against any such efforts. Google's primary objective is to not allow any website to get consistent organic ranking in order to force them to use AdWords to get traffic. Its secondary objective is to get the searcher good organic results from a search. Anyone who thinks that they can effectively play such the SEO game against the overwhelming resources of Google for any length of time deserves the result, which will not be pretty. The only people who make money from SEO gimmicks are the scamsters selling said gimmicks to naïve website owners. Very similar to email scamsters, btw.

I have a list of 100 web 2.0 sites. but if you post the same content or modify articles to them. It's count 0 and spam too. Better to make a few and post good and relevant information.
Absolutely - I provide services in a fairly small community and every SEO company is using web 2.0 links to help rank their clients. It is so obvious to spot when looking at backlinks.
