I call it keyword stuffing.

Feel free to report it to Google if that's a competitor.

The site uses frames, how do I know what the page is exactly? Specify Other as in keyword stuffing?

I wouldnt say that is blatant keyword stuffing. The page's purpose is to list all of their products - which it does. Of course it only matters what Google thinks of it.
