    It's hard to understand what you mean.
    The example you've given is a site for selling domains. Is this a spam post?

    No this is not spam.

    The site i referred to does list ads for names for sale HOWEVER It's main purpose is a listing of blogs from many different domain bloggers all listed in one spot.

    I don't know what category it falls into, but a web site like this should not be very difficult to create.
