What do search engines consider as Spam?

    I've heard all the talk about NOT spamming your website. This includes not using
    Keywords unrelated to site and keyword stuffing. How do search engines decide what is spam, unrelated and keyword stuffing?

    Example: Say if I own a website related to ART. The site includes articles, directory and forums. Each section has it's own categories and content.

    Each page has the navigation bar and since it's an ART related website, I'd want the navigation to look like this?

    Art Articles/ Art Directory/ Art Forums

    One the home page I might post something like this?

    Love The Work Of Art?

    Would this be looked at as spam?

    Or so I Rename the navigation bar to read, Articles/Directory/Forums.

    Then in the content of the home page named the link to the articles page as
    Art Articles? And when they click that link the title tag would read,
    "Art Articles: Read about your favorite art work and authors."

    And in that content use the keyword phrases, Art Articles?

    Any help would be greatly appreciated.

    I can design websites and all, but trying to understand this spam search engine crap is not easy.
