Hey, i saw some people selling a proxy website, so i was wondering if i need some legal papers or some sort of permission to run an anonymous proxy site? or can i just make one if i want to?

Just get a good proxy script, good hosting, and you are ready to roll.

After all, the net can never have enough proxy sites!

    Sort of permission indeed.

Not all hosting providers accept proxy sites, make sure to read the corresponding AUP/TOS

Mell, most of the Hosting Provider TOS says something about resource abuse, so i guess it might depend a little bit on the traffic/use it gets.
But my main concern was about legal stuff, and if what you say its true, great, i think i have my answer. Thanks.

Yeah, do proxies actually get pulled into legal problems when a hacker is discovered with your proxy's IP?

Proxies are pretty easy to set up, you can download free scripts off the net. i just set the one in my sig up last night.

as for the legal problems your more likely to get kicked off your host than anything else.
