what do i do about this fool?

right guys and girls i do not know who to ask for hel;p so i will post it here as im sure someone will know who can help?
i have paid out for a couple of jobs on here and they were done spot on so i paid up,then one of these people begged me for some more work so fine i set him a task to collect some e mails from a list of sites and low and behold i got my 1000 e mails,now upon checking them 99% were junk mail and the others were never of any of the sites i listed so the jobs not done right? so i dont pay as none of you would?
well after a few begging pm's of this guy it then turns to give me half the money or else??? if i do not pay up by midnight as he puts it well infact heres what he last put to me?

so as you can see this is a threat for money so surely some one incharge can deal with this guy,to top it all of i have another pm of him where he says he collected them all himself from his and his sisters msn accounts??? unreal
