What CPA affils allow email campaigns?

I just talked with CPAlead and they don't allow email campaigns....
Which legit, CPA networks do?

Neverblue is my favorite + a lot more are accepting email campaign. Clickbooth, Blue Pheonix Network, etc..

CPALead is for incent traffic, their offers are worth less than offers that can be run through email, as those ones aren't incentivized.

i don't get it though. Tell someone they can win a free ipod, whats it matter how you tell them? Thru email or by hiding content behind a gateway?
