Just want to ask if what comes first in your mind if you heard the word "Free Web Design"? Do you think some people would think this as some kind of scam? Coz I'm planning to offer this kind of services in limited time.
First thing that comes to mind is someone just using a bunch of free themes and messing up the code, that being said if you are serious and you are just doing it to build a portfolio or to gain back links, I could be interested.
I would think thats just the title(Free Web Design) and there must be some price written within the message
Some people may think its a scam, but there may also be some who do want free web design... is it still on?
What do you get out of it? That's what question comes to my mind. If you get something out of it yourself, you should explain what that is (ie, backlinks, portfolio building, practice, etc), otherwise you won't get anyone trusting what you're offering.

First thing that comes to mind? Rubbish code and content shoehorned into buggy templates that were never designed around the content, usually being an accessability /FAIL/ that results in costing the user more in the long term than if they had just ponied up the cash in the first place to have someone who actually knows what they are doing build them a REAL website.
you get what you pay for. Design takes time, time = money. Free design in theory takes no time at all, so expect the least designed website you can have and that's what you should expect.
when you say free web design, you are actually speaking of free templates which look poor in design and probably the html is also flaud.
