What could make it impossible to log into the local console of a linux server

Server config: fedora core with plesk 8.2

It is a brand new install and I have made no changes to the OS. I have only configured domains and hosting in plesk.

After rebooting the server, I could ping it, but got a "connection refused" error message when trying to SSH to it (didnt even get to the login screen).

    Support at my datacenter reports:

"I have fully disabled your selinux, but it doesn't seem to work. "

"We currently can't login to your server locally in multi user mode, under single
user mode, we can't do much. "

"We can't login locally even in front of the console, so a reinstall is needed. "

How is it possible that a simple reboot could make ANY OS, let alone the mighty linux, unaccessible?

The only thing I could think of was a full partition (if the default plesk install was set to create vhosts in a smaller system partition)
