I think this will not help... it will reduce traffic.

Perhaps so, but why do you want traffic that doesn't convert??

There are a few basic ways to improve a campaign.

    1) Improve your Quality Score. This will mean that you pay less to appear in a given position in the search results. Though if you don't reduce your bids, you'll get more clicks for the same CPC, rather than your stated objective of the same clicks for a lower CPC.

    2) Adjust your bids - bid more on keywords that do convert well, and less on ones that convert less well. This will get you more conversions, for the same spend (or alternatively, the same number of conversions for less spend).

    3) Improve your advert. This will improve your clickthrough rate, and get you more clicks for the same bid. This will, if you want, allow you to reduce your bids, drop down the results a bit, and get the same clicks for a lower CPC.

    4) Make your website convert better.

From your post, I assume that conversions are either irrelevant to you (e.g. you are an information site, or just raising brand awareness), or untrackable (e.g. if your checkout or booking process is hosted externally).

If this is the case, then the two keys are to improve your Quality Score and your clickthrough rate.

    You're reading my mind :)

If you are using Adwords to make sales, that you should use keywords that convert, but if you need lots of traffic, than use more keywords
