What controls suggested accounts to follow?

    Does anyone know why, when viewing a particular profile in Twitter, I am presented with specific other profiles of people I might like to follow? Is there some connection between these people and the profile I'm currently viewing? What's going on under the hood, so to speak?
    When I view the profile of a certain friend, I continually get the same person suggested to me. Yet if I view THAT person's profile, my friend (who I do not follow) isn't suggested to me. Strange, or to be expected?

    Any info or background knowledge of what's driving these suggestionservices would be really useful.

    Twitter has an algorithm that generates that recommendations.-
