What constitutes 'non-content-based pages'

I am building a form feedback and information page for our strata complex. It will be some information about our complex and then have a form whereby tenants can submit comments and complaints. I was reading the TOS and wondering what non-content-based pages are and would the above apply.

It will have content about our unit etc.... I assume non content means no content.

That sounds like "content" to me. When in doubt, write to google (and in this case I would suggest including the URl of the page).

From the AdSense policy page, which I would take to mean that you are in a gray to black area. A 'rule of thumb' you could apply to the page would be its primary purpose; is it form feedback (shouldn't use Adsense) or is it an information page (can use AS)?

It is both, information about our strata, updates etc.... and a form feedback

I was going to suggest that you include enough information on the page that it does more than say thank you. It sounds like you are fine but should check with Google. Adding any extra, relavent content would make things safer and making you more visible to Googlebot too.

AS TOS say "No Google ad may be placed on any non-content-based pages. This includes error, login, registration, "thank you" or welcome pages."

Yours is a content page with a feedback form. If using AdSense in your page was illegal, you would have to consider illegal to put AdSense in a blog with a "comments" form, or a forum with a "quick reply" form.

As long as you have enough info on it, and the form is just for feedback you should be ok.

But I still Can't UnderStand Is that means that I must have a content on my site ???

here is my site : www.minasto.webs.com/adds1/addsa0.html

the message I have recieved is this : It is important for a site displaying AdSense to offer significant value to the user. For example, Google ads may not be placed on non-content-based pages.

Can Any body Tell me About This Point especially For My Site ??

Add some content on your pages too. I will keep your adsense account on a safe side.
