you should ask "demand media network". If you type in the url/administrator it comes up with an admin login, but it is not one i am familiar with. It could be a custom setup using alot of opensource scripts. At the same time, the site looks much like a joomla ran site. You can make a very similar looking site with joomla. How far you take it depends on how much you are willing to learn about joomla.
