actually, in order to show up on the top left you have to have a really good QS. however, you can still increase your bid and set position priorities to 1-3
There are a few conditions to have your ad appears above the SERPs. I have yet to see Google publish those conditions but here's what I know: 1. Your QS must be Great, that is 8 and above. 2. Your ad rank calculation has to be over a certain level. The calculation is your bid times your QS. Note that the QS Google uses is not 9 but may be 8.728356 and is normalized by position. What that level is, I don't know. I suspect it's not that high because I've seen a single ad above the SERPs with only a handful of other advertisers. Since that was a client's ad and knowing how much he bids, that level is probably around 150. Therefore, a QS of exactly 8 would need to bid only 18.75 cents (8 x 18.75 = 150). If you don't have the QS, you'll never get above the SERPs, or as you say, on top left. No matter how much you bid. Of course, you also have to outrank your competitors to be in the top three positions.
