What can be done against an irresponsive registrar?

I found an unused domain (parking page) which I'd like to buy. However, the site is registred as private with Compana (http://www.budgetnames.com). Their whois server doesn't work, their site is being 'redesigned' for at least a year. They don't answer emails.

What can I do to either :

    - find the real email of the owner of the domain I'm interested in

    OR

    - take action against them so that the domain is unregistered, letting me backorder it / buy it

Is there any hope in such a case? Very high quality domain for a site I'm building, and it's such a waste right now...

They own it. If they want to keep domain name for ever they can as long as they pay for it.

Try finding email to owner but i bet they do not want to sell it.

That's right, you can't do nothing to get that domain unregistered and if the ownere doesn't want to sell it that it's up to him, who can put online whatever he wants, including a blank page for a lifetime or keep paying the registration with the site down.

In fact, I'm remembering a case in which the owner died but the domain was registered for ten years in advance, and even then relatives can continue paying for it
