I would say that a highly relevant link of lesser PR would be better for your site than that of a totally non-relevant high pr link.

We all know that Google is looking out for obvious paid links and a non-relevant link looks more like a paid link than a relevant link plus any traffic you get from a relevant link will be better quality for your site than none relevant traffic.

a quality backlink is one that is related to your website niche, is not related to adult sites, gambling or controversial sites.

I would take the unrelated pr7 there is too much difference between them.

pr7 is exponentially better than pr3. If it was pr4 unrelated vs pr3 related, then I'd go with pr3. otherwise ..

A "quality" link is defined as one that:
    -is not nofollow
-is related to your website in terms of theme
-is brimming with link juice (or PR) [the more important part]

Of course, the PR7 link is worth much more than the PR3 link, even if the PR7 link is not related. That's because PR is exponential, and a 4 unit difference in PR is a large difference. (But you can choose both right?)

The higher the PR the higher the quality link. Forget how related it is, this is only a major concern when dealing with human click through traffic.

Well I think that you are wrong. If the link comes from a site related to his, and has a High PR, then even better.

Same, Google does take site (link) relevance into account when calculating SERPs.

Hello. Thanks for answers. I have another one little question. What is better 4 x PR3 (not with my theme) or 1xPR7(not with my theme)???

I would take the PR7 because they're hard to come across, but the PR3s might have more benefit SEO wise.

I have seen cases where websites rank for reasonably competitive terms with just 5 low PR relevant backlinks, from a network of their own sites.

I also own sites that rank for very competative terms with Zero related, and just unrelated links from my own sites on the same IP. Heck i rank in #18 for "SEO" and #6 for "SEO Company" #3 for "Internet Design Company" etc etc and the amount of SEO related backlinks is almost zero.

These sites you speak if with competative terms, what do you call competative? Is SEO competative?

There's far better examples than that though.

A Quality back link is always from sites that is someway related your website. I mean, if you have a cosmetic website, something related to the cosmetic industry would be a better choice. Again from a markeitng poit of view, never go for link building with your competetors.........

If you are a cosmetic surgeon, go for link building with cosmetic magazines...

    makes sense ??.........
