IF The Theme of the backlinking website is the same as your website.& It links to your website with the keyword (keyphrase) that you are trying to optimize for.
Rich quality content, less OBL, most of the pages indexed, cache frequently, good PR (both home page and inner page)
The ones before me mentioned some good stuff already, so be sure to take note of those. I'd also recommend you create some .EDU and .GOV backlinks, as these carry some weight too in Google's eyes. A lot of marketers work on these as much as they work on high PR links.

Many people suggest to make profile link.. But the profile page does not have any PR. Does the profile link work??
Earlier, I was crazy about this PR thing... However, I am now disillusioned about PR... In my opinion, PR is just one of the methods to "judge" a site, but it is definitely not a decisive measure. One should look at the content, correctness of content, quality of content, relevancy, etc. to decide whether a site is a great source for backlink...
Providing the linking website is relevant to your site and is either, a high page rank site, an edu or gov site these all are authority and will pass link juice to your site.
The backlink should be On Focus with your product or service. The PR of the backlink's website should be higher than your Home Page. There is no ‘No Follow’ Tags on the backlink. There is no javascript redirect on the backlink.
SERPS love backlinks that are from social/bookmarking sites, EDU/GOV sites and links from sites with relevancy.
There is a lot of theories about quality of links and I found out links from sites with higher PRs beat my sites no matter the theme or anchor text is used. I also found a lot of EDU links are on the list of spammers so I am not after that. For long therm the best thing is to have your own blog with solid PR (even PR1 is pretty good and PR3 is realy not very hard to achieve), relevant content, refresh at least once a week and low OBL (of course to your sites and some very powerful sites with relevant content but not to your competiton). If you are not willing to wait three or six months for results just try to find an owner of site with high PR and low OBL and link from this site will shoot you on the top positions.

Quality backlinks can be referred to those links that are pertinent to your niche and those which are definitely not spammed.
Sites in your niche and sites than have a high page rank. Also, you will want your backlinks to be dofollow, otherwise, Google will not give you any love for the backlink.
