Yeah to get your backlinks from quality websites will help you a lot but you should focus on you content and on page optimization also.Just focus on your main keywords density on your pages.

I all depends... I can rank a site any moment for jsdhfjhdasf jkasdkajsdkj aksjdkajsd, since there is no competition. So, it depends. What really changed after Penguin is that now you have to be careful with anchor texts and perhaps the speed at which you build links. Other than that, not much has changed. I don't think any experienced SEOs have been stuffing their pages with keywords, or churning out pages upon pages of duplicate content for their site anyway.

Classified ads: Advertise your website using advertising services, there are many free classifieds out there where you can specify your website and get some traffic from them.
