There is much buzz about Azoogleads and MaxBounty CPA ad networks. I think you should approach these companies if you would like to attract many website publishers to promote your program.
Azoogleads and MaxBounty are CPA ad networks. That's different than CJ which is an affiliate network. If you are asking about tracking it sounds like you are a merchant or someone wanting to start an affiliate program? If what you are selling is more of an offer, a freebie or a lead based program then you could go with an affiliate network or a CPA network. If you are selling an actual physical product then you want an affiliate network. 2 other good AFFILIATE networks (not CPA networks) are Shareasale and ShareResults. Both are much lower cost than CJ as well.
If I can step in a moment, MaxBounty does offer an affiliate network option for merchants. A merchant can sign up and manage their own program on MaxBounty in a fashion very similar to Commission Junction (you set the rate to pay, load your own banners, get direct contact with your affiliates, approve/reject affiliates, etc). We have all that you need to run your own successful affiliate program using our network interface, exactly like CJ. On the flipside, we do also manage many campaigns on behalf of our merchants like a CPA network. As far as I know, we're the only combo CPA and AFFILIATE network. Where we mostly differ on the affiliate network front - we have far more success with programs which pay either per lead or a flat rate per sale, as opposed to e-tailer merchants selling a variety of products. If you're planning on running a per-lead affiliate program, trial based offer or flat rate per sale program, we certainly are a good choice for you. If you're selling various products through a storefront and paying affiliates a percentage per sale, CJ or better yet Shareasale.com is a better choice for you.
