Start off with basic HTML. w3schools.com is a very good place for starters. You can cover basics very quickly. Then try CSS with HTML. Once that is fairly done practice your graphic skills with Photoshop. At later stages you can learn Javascript and JQuery which is essential in today's web design.

To add another point, imagination also plays a vital part in web design.

tizag.com is a great way to start making interactive websites if you know the basic formatting.

it can teach you how to make php (server side) scripts and manage them with mysql, good luck learning man!

    personally my progression was

    HTML
    CSS
    PHP + above
JAVA implemented as needed. personally dont like java, but it is good to know.

PHP will allow you to make custom pages for each and every situation you can think of with very few actual files. like in the matrix, when the machines make their own damn mind.

    EDIT:
dont use dreamweaver or front page if your serious. if you want i little site for your mom and pop shop that could work. but it wont.
stay away from using images in your layout if you dont have to. hard to make cross browser.

instead, learn, to create nice effects using php. these can be incredibly simple to make and very pleasing to the eye. not to mention fast load times.

With HTML and CSS you'll be able to do so much. PHP would be good to learn along with javascript.

First you must have basic knowledge of HTML, then you can learn PHP, ASP, and other languages for better dynamic development.
