Well it can be measure but not in short period of time. As you have to wait and analyze it. Keep record of page load time of yours and your competitors. See if there is some fluctuations in keywords ranking after improving your page load time.

I am also analyzing it and if I found any kind of progress will inform here.

I will sum up short here - Website reliability and uptime is a part of good user experience. Google would give a score on website that have much less or none downtime over the one that has a lot of downtime. However, this is not a major factor and will not effect your website ranking noticeablely.

You may consider to read these comprehensive sources for more details.

Google themselves have said it will be a very minor part of their ranking algo ... "even if we decide to use it".

Yes Google's recent update is it is now considering the site loading speed as one of the ranking factors to showing results...because Google consider the user or visitor first.....

    Website Performance

The task of a web designer is not only designing a site and putting it live on the internet. You also have to find out if it is working. I mean, you have to open your site in different web browsers available today such as the latest version of Internet Explorer browser (which is IE 8 ) Mozilla Firefox 3, Safari, Google Chrome, Opera and many more. Web designing is definitely not for one kind of browser only.

Of course, it is a common sense to check all the links in your site if they are broken or leading to wrong sites. Going through all the web pages and links of your site is the best way of knowing which part is not working and needs to be fixed.

Aside from the abovementioned, there are more other things to consider as a task of a web designer. The web designer has to watch the site performance and the performance of each web page. You have to check which web page is mostly visited and which is not. Through the percentage or number of traffic generated for your site, you would be able to know which part of your website is not working effectively. You can do study and analysis for both less and great website traffic generating web pages. This is to develop further your online marketing business venture.
