Basically its a directory that specialises in listing other directories. So it wont list other general sites, like shopping, sports, finance etc, and will solely concentrate on listing web directories only.

Ok, well script wise, many of them have a free version, phpld, phplynx, qlweb i think, theres others like indexu, i dont know if they have a free script, indexscript aswell, they have a free one. Right, hosting, im going to mention what i currently use which is hostgator, i wont go praising them for i fear the moment i do that it may go wrong, but so far im content enough with it, fairly cheap, well known to many.
