You don't need a list. Heck you may not even need to buy a domain or hosting.

Its simple really and this can make some quick cash fast.

First find a product you want to promote (clickbank, wherever)

Next make a couple of 350 word articles related to the product, lets say around 5. It helps in the long run if you know a bit about SEO. Make these articles each have some excellent content.

This shouldn't take too long.

Next make a free blogger site and post the 5 articles AS PAGES. This is why I say SEO is important for keyword research.

then make a sitemap on your home page.

Build backlinks to your articles by submitting them to web 2.0 sites

A few off the top of the head:
Squidoo
Hubpages
Ezinearticles

Build about 10 backlinks to each article, then make another blogger site and bundle those articles together in a pdf.

At the end of the pdf, add the product you want to promote.

afterwards drive traffic to your site for free at free ebook sites, coupon sites, etc.

Note: Its important to make the pdf only like 5-6 pages long. People have short attention spans.

Depending on how many places you give it away it could go viral, and best of all your affiliate link is now floating around all over the net.
