What would you consider the best types of backlinks(paid and free)? Please links them in a descending order....

Also what do you think is better to have relevant links or have links from high PR?

Links from high pr +authority websites are always valuable. I'd list them in following order using all my experience.

    Paid Links
    Guest Blogging
    Social Media
    Articles Marketing
    Press Release
    Bookmarking
    Directory Submission

I have a site that rents dumpsters. Give me a link to a paid link that you think would be good for my site.

You should try BMR article submission. These articles provide high PR + Relevancy + Quality.

Article submission is the best in my opinion.
Also comments on blogs can give you good backlinks and traffic

After Google panda update the best link building techniques are Guest Blogging and link Wheels.

Lots of mixed reviews. What about paid links on high PR ranked pages. Such as blogrolls and guest blogging?

    Thanks

these wont be enough if you want to target high traffic keywords.

free natural links from high pr websites are the best, if you have a product that you distribute and in the process you get a link this is by far the best method, and I think even google might be using it in some of its products. then comes content sharing links, such as if you have good tutorials or good information that can be linked naturally by others.

then comes the paid links but should be used if you really know the profit will come after buying these links.

and then all the other junk that you would prefer to oursource, and can be used as peramant links from directories, comments, forums.

    Paid Links
Guest Blogging (usually you will need hunderds of these to be equavelent to quality paid links)
    Social Media
Articles Marketing (the same, content farms will need hunderds of these to be eqavelent to paid links but in this case you also have good content linking back that can be directly realted to your website)
    Press Release
Bookmarking (will need thousands of these or hundreds)
Directory Submission (same as article marketing, most free directories have 0PR pages where the link is coming from, disadvantegs is that you have high OBL and little to none of content, on the other hand on article marketing you need to pay to a writer....)

Now all of these: forum posts, guest blogging, commenting, they will lose ranking once they will get piled by newer posts so that older posts that got linked from home page of the site are thrown away when new posts arive and get the authority link from the homepage to the postpage.

it doesnt matter paid or free backlink as long as the backlink is from quality site
personally i will first consider the quality of the site and relevant link, and then only look at the PR

You should ultimately go for a quality link. Avoid the junky links as these tend to worsen your rankings. Diversification of the links is very important and you should have a mix of all the free and paid sources. Guest Blogging is usually very good because it does not only bring you a quality link, it also attracts traffic.

How do you determine a quality site without basing it on the PR?

Quality site = High Traffic site

Don't buy links on dead site even the site PR is high .. i prefer traffic site rather than high Pr..
