Have been looking for this to promote CPA offers. Many traffic sources provide bot traffic so it's difficult to identify the best. Google/Youtube and facebook are not options for me.

Facebook and Google Adwords are both very reasonable sources, however, if you want a more authentic level of traffic, you can use LinkedIn ads on an experimental basis. Any other mediums might just not be that successful.
Taboola is content based ad network, involves creation of content. My source is landing page which may not be accepted. Bing probably good. I used this few years back for other promotions. This is one that is not talked much. I'll take a look at their advertising option. Thank you both for your suggestions
About a year ago I was heavy into native ads. I was using the tool Anstrex to spy on competitor campaigns and I was using a software called Test Easily to track the clicks and conversions. I was promoting Adcombo call products. Basically the sale had to be confirmed before I got paid. You've gotta split test like crazy to find an angle. The clicks are dirt cheap and I always suggest never overbidding. Even though your traffic goes down, you'll still get sales. Use those sales to find the best angle. Then modify that angle with more splits tests. Be split testing like it's your only hope of survival lol. Minimum you should be running 5 ads at a time. Adcombo thankfully had tons of template landing pages so I could test all of them. However, I normally just asked my manager for the best landing page / offer page combination before running traffic. Saves money.
Wait, you can get paid traffic from Google? Does it come from paid ads or am I missing something? As for other sources where you can do stuff like buy mobile traffic, there are quite a few options. Personally, I've tried getting my sources from maxvisits.com, trafixtech, trafmaster, and fiverr, all with varying results. I've heard conflicting things about them, as well, so my experience alone might not be enough for reference.
It depends on where you come from. Based on your brand marketing strategy, you can use different platforms such as LinkedCamp, Pinterest, etc to bring more traffic. Social selling automation tools can also help to bring more traffic to your website.
We prefer to source from Bing, Google, Yahoo, YouTube, Twitter, Facebook, Instagram, Pinterest, Reddit— all with relatively good engagement as direct traffic. Generally mixed to insure stability and all keyword driven as opposed to generic network traffic
Maybe try with push ads, affiliate networks which are also great for promoting CPA offers, media buying, direct advertising, and similar.
