Dreamweaver is another good software for website design but its not free as far as i am concerned.
if its about HTML, C.S.S then you will find notepad++ as a real helpful tool. also their are various text editors for php and asp.

    Agree 100% on WordPress.

For an editor I use Smultron and for FTP I use Cyberduck. Would highly recommend both.

    I use:

Notepad++ for editing HTML, PHP, and CSS files
    FlashFXP for FTP file transfers
    PuTTY for shell access

All of those are great programs and I have yet to find better ones.

Kompozer is good for editing HTML and CSS files as well. It's also a good alternative for Dreamweaver since it's free.

dreamweaver is one of the best tools, no necessarily for the design functionality but the coding is wonderful as it auto types it for you.

Dreamweaver and photoshop are not free, unless you have an illegal copy.

A simple notepad program for coding and Gimp 2.0 for graphics. I use fireftp, a Firefox plugin for ftp. Very convenient to ftp from your browser.
