What are the best free online backlink and SERP position monitoring/analysis tools?

In order to give a client flexibility and accessibility to independently verifiable data, there needs to be cheap or preferably free tools that allow them to check the status of new or recent backlink creation and resulting SERP positioning. Is there a tool, or a combination of tools, that can be used to provide a client with that kind of data accessibility? Short of developing a detailed report using your seo tool's outputs, what other ways are there for clients to independently verify seo campaign results relating to these two topics?
