    After reading the link below, it is a nice place to start. I would only add that you will want to make your site dynamic. You will want a site that interacts with your visitor in a positive way.

    You are probably a person who likes those types of dynamic sites and others do too.

    Well first of all you need to understand HTML programming. It is not that hard and you can learn it in a matter of weeks. After that you have to learn a bit of Adobe Photoshop (in order to design your website's template) along with learning CSS (cascading style sheets). There are tons of great resources on the internet to get you started. Also follow good web design blogs and programming blogs, they will really help refine your design and programming skills. I would recommend blogs like Webdesignerwall, CSS beauty, PSD tuts and Nettuts. Good luck!
