I think it depends on what stage you are at on the path of website buiding and promoting.
If you are just at the starting phrase, focusing on the content on your website is very important. You need to keep working on posting new content of high quality onto your site, not only to attract attention of the search engine, but also to attract people searching for relevant information online.
Once you have got lots of useful information on your website, you could shift to promoting the articles via social bookmarking sites, article submission sites.
If you are selling certain products on your sites, create a buzz via social networking and get traffic via directories are important.
