I am wondering what rules govern displaying news items from other sites such as reuters/google news etc etc when it comes ot display news in your own site. Is this permitted? Does one need a license to copy and publish? How about sensational current events based videos - example car splits into two during a high speed chase? Does one have to pay in order to display such videos?
As long as you don't rip anyone off, you can pretty much use it. Make sure you are honest and cite your sources. If anyone asks you to take a video/post/etc. down, you should comply with them. It would probably be a good idea to read up a bit on intellectual property.
The rules are technically governed by your country. Regardless of what the rules are however you shouldn't really be copy/pasting the entire article. If you do that search engines will notice you are just copying other sites and you won't be ranked as high. Your best off quoting part of the original article while sourcing it. The most important thing you can do however is add substance to the article that you are displaying news of. It can simply be adding your opinion or comparing different sources. If your not creating some original content then you won't have much luck ranking in search engines. If you are adding original content you will also have protections under Fair Use Copyright, but that should be discussed with lawyers for particulars on if it applies in your situation.
