It's this thing Google has that ranks pages from 0-10. It measures the importance of a page. The higher the PR (Page Rank), the better.
A site can get high page rank by backlinks and its content. For a domain the only source of page rank are back links. If the number of backlinks is not high, its page rank will drop sooner. High page rank does not mean better domain at all. There are great domains without page rank too.
