What are factors that contribute to better PR?

    PR is affected by backlinks, only backlinks. Make sure that you get backlinks from non spammy sites.

    How often does Google run their PR algorithms.

    I have PR0 page and have added several links. And still PR has not improved. Is there a blog where I can read everything about PRs

    Pagerank is a function of backlinks.

    You are refering to toolbar PR, which gets updated quarterly or whatever.

    The real PR google keeps to itself, until its exported to the toolbar (which is dated)

    cnn.com is a site for users not for SEs. If you see a website with lots of keywords in it( keyword stuffing), lots of links and affiliate links, to many bolded text, no useful content, duplicated template, then it's a spammy site :D
