basically all tool have a same function in doing seo. but some tool have a different way to process to do their method. some other submission tools access search engines directly, or they simulate a web browser to submit your website and check your search engine rankings. Search engines can identify these browser simulations and don't accept these submissions or often ban them. this kind of tool is not seo friendly, it can make your web banned by search engine.
There are different SEO Tools which helps in optimizing the website. These can be On-page and Off-page tools. You can get the same from Google Search Engine. But, according to me doing SEO manually is more beneficial.

SEO tools are good and the above mentioned are ok, but don't think they can get you on Google's first page results. you need to put in effort, write articles and submit your sites to dir submission sites like easysubmits.com, post on blogs and be active in forums, have good keywords and constantly updated content on your site... i mean... it's not easy, but you can do, and SEO tools do play their part in it. But they aren't everything.
