Cloaking is basically when you deliver one version of a page to one visitor and another version to other visitors (for example search engines).

Redirecting is completely different. Using HTTP status codes you can instruct a browser to go somewhere else. This is best demonstrated with an example. Let's say you have a web page but want to move it to another section of your site. If you literally just move the page, all the existing links pointing to the page's previous location will be useless and your site will lose the link juice. This will effect your rankings.

In this situation you would setup a 301 (permanent) redirect which will literally redirect your visitors (and your link juice) to the page's new location.
