What are 3 tier countries considered during online advertising?

    Many online advertising agencies have countries listed in 3 tiers, i need to know the list of countries in each tier. I searched online but couldn't get any good results.

    United States, Canada, United Kingdom, Australia and some other comes in Tier 1 list right? Not sure about the other two.

    What about tier 2 and 3?

    This list was actually given on widgetbucks.com for their publishers, but they are no longer accepting new publishers and hence its blocked.
