Do you target the right keywords? (keywords with enough search volume) How old is your site? Do you have enough backlinks with the right anchor text? (your main keywords) What about the onpage optimization?
I think I'm targeting the right keywords. My site is a month old w/ PR4 (amazing right). I haven't checked total backlinks yet but I will. Onpage optimization not sure.
PR 4 after one month is really good. Continue doing the same what are you doing now. SEO needs more time to get results. If you want some particular results as quickly as possible then try to target for long tail keywords.
it takes time to get up in the SERP's. if you went from PR0 to PR4 then the traffic will follow in the next month or so

How old exactly is your site? It takes some time for a site before it will generate a decent amount of visitors per day on a consistent basis.
The question here is not whether the OP is targeting the right keywords. The real question is whether he/she is targeting the right audience...?
