Well you need to post quite a bit. Firstly make rules as no Community can function properly without rules, make some interesting discussions, join forums with the same genre as yours and chuck your link in your signature, also remember the way you are on other forums reflect on how people think you are on your forum, so be nice! Here's a really basic article on promoting your forum. But before you even think about promoting, your forum needs to be heavily populated with content by you and whoever else is working on the forum with you. You cannot advertise an empty site, because nobody would be interested. There has to be something that the viewers can actually see, enticing them to join.
I would say pay for around 2000 plus posts before starting any advertisements this will stop the bounce rate.
