What Ad Management System is Best?

    I tried PubMatic, but it doesn't work well. Looked into OpenX, but too complicated. Cannot get Google Ad Manager because don't have Adsense account.

    Is there a good ad management system out there that is easy to use and works well? Any suggestions would be appreciated.
