What about imagehosting sites, allowed or not?

    Does google allow to make sites that have no quality content, only few text lines for guiding how to upload and welcome message like link below shows.

    if it would, l m sure there would be others ue it, many image or file hosting service doesnt use google adsense, mayye they couse dublicate content or something. l think google doesnt allow.
