Build a few High PR links to see if your keywords ranks.. If it goes to pages 2-3 you know your'e on the right way. Than go ahead and build some brand links for anchor diversity and than add some high pr backlinks agian with your main keywords anchors .
I wouldn't suggest you hurrying in link building for a brand new website. The key to success would be slow but safe, instead of getting indexed as soon as it is possible no matter the price. Today this is something like two-edged sword.

Build a good base of branded/URL anchors with social bookmarks, web 2.0s etc. Don't forget to power up your web 2.0's with tier 2 links. Thank hit your site slowly with exact match, longtail, synonym anchors using high PR links from blog network that has quality sites with high PA/DA/TF etc.
start with awesome unique content! If your site has a good design and is user friendly, along with kick ass content you have a good start!
best would be to get articles written and publish them on Article Directories and Web 2.0 website and keeping up pace with specialized services like Tumblr, Pinterest etc. and if you require reliable person then check out messaging service and pm me.
I've recently heard that you should have around 10 mini sites linking back to your money site but each site should have no more than 2 or max 3 links back to one or two pages. Linking to Authority sites like Wikipedia also add strength and value to your links. There are also plenty of social websites that you can post to - I seem to remember 'socialadr' is a good site to use - I've heard very good reports. Overall, the best strategy is not to try and so it all at once. Take your time and build links slowly otherwise you may fall foul of the latest Google updates. Hope this little tidbit helps. You can easily find high PR link providers and even find links on sites relevant to yours to link from by doing an online search. You will end up paying a bit for these but the good news is it doesn't take many of them to test your site with. You can also buy up expired or deleted domains with PR and then put your own relevant content and links on them. Then once you get some movement in the search engines you just go buy a couple of link packages or use software such as senuke and link mostly with branded anchor text (such as "learn more at [brand name]"). Vary up anchor text a lot to avoid over optimization penalties and don't link much with your target terms in the anchor at this point. Then you can get much more aggressive with PR links that include your target keywords in the anchor text and not worry about over optimization penalties. Continue until desired results are achieved.
Hi everyone, It seems a little startling to me that no-one has mentioned the use of inbound marketing or really highlighted the importance of content to improve links on the SERP's which when done with an optimised social media presence can improve links quickly, something that's needed for a new website in this case. As most social media sites use 'nofollow', there is a common conception that these links may not benefit your rankings, however search engines are using more social cues to identify authoritative websites, particularly with Google +, so get on here if you have not already. I am 100% against link purchasing for the following reasons, Google (the primary search option) know how links are purchased, Google use a full team which investigate web spam and this includes buying links so use your SM outlets as it will drive visitors and use original data and research, infographics are particularly noted for improving on-page SEO performance. As a side note everyone, in the next couple of week's a colleague and I will be launching a new website. We are looking for some feedback on our branding strategy, would anyone be able to recommend a good website, or perhaps a forum group that might be able to assist with some sample testing? This would literally consist of our brand name, slogan and a quick overview of target market and our general positioning. do it SLOWLY, man. make it "natural-looking" -- get good content and make it appear regularly. Get several low-PR backlinks, then go for couple medium and two-three high-PR. Take your time, don't hurry. Google's become pretty suspicious, so if you are not in a real hurry, concentrate on content first, and acquire links little by little. Try not to get many links of one type in short period of time. And watch your anchors to differ.

Slowly is the key for a new site. Then maintain/increase link velocity in a natural way. Build some buffer sites as well in case you have issues.
Post a question asking the most fundemental of SEO questions on a Wesbmaster forum and linking your SEO website in your signature. Sorry but your website states you are an SEO professional. I would think you would be answering that question or offering some other 'professional' insight in to the problem... ?
