Were You Ever Contacted By A Government Website For Link Exchange?

It happened to me a few weeks ago and am just curious if this happened to anyone here. I found it pretty unusual since the website is a government website and an absolute authority of PR9 (url will not be revealed for security purposes).

So there you go google. The US Government supports unnatural link building.

I have tried my success with some of the reputed sites (including govt. owned sites) but not successful in exchanging links. You are lucky if you get a PR 9 link :)

Why would it be impossible? Some of you people are really narrowminded.

Why would a government website want to exchange link?? Maybe the government website wants to be Number 1 on google search for a saturated keyword and use the traffic to increase their adsense earning.
