    With google's aggressive dupe filter - maybe the cap should be removed now.

    I don't really find the google's dupe filter that effective, as I do know plenty of sites with dupe content which are doing pretty well.
    Maybe the cap should be raised, not removed ?

    No, the cap shouldn't be removed.

    Raised certianly, but not removed.

    One site can only provide so much benefit.
