php is just one programming language. we still have asp, python,..........

If you only use html (which means you do not have databases).....I think it's little hard to create complex website.

it depends on what your site is about... also don't forget, using a more advance programming language means user interactions

if you want a good webpage created without code just use dreamweaver and flash and thats it.

you willuse simple html/xhtml automatically by only using buttons and it still will look good.

you can always insert other languages later when it is up and running if you should have problems with it.

I feel if you have a big website ( with 30 pages for example ) and you wanted to change something in your footer.. it will be such a pain in the butt to handle this.. when, if you include your footer you can change it in one page.. besides 30.

PHP is powerful and I wouldn't know why you would stay away from it. But you asked if you can create a good website.. but what kind of website?

Yes, you can use languages like ASP, ASP.NET, ColdFusion, Ruby, Perl, and many more to create dynamic website.

For static, you can use HTML.

    Good Luck ^^

    nah...
    its only an HTML generator..
instead of writing all HTML codes with ur hands..you just drag and drop objects, shapes etc.. with this tool..
