Website Transfer. Server to Server...WTH help

    I have a joomla website that needs to be transferred to another server without SHELL access. I need this service done soon and I don't have a ton of money to pay. I know it could several hours maybe eight hours. Is there anyone experienced in doing this that would like to help.
