    what do you mean by "learn to use website templates"?
    do you mean like how to set the template on the website
    or how to design it ?

    most of the time wherever you buy the template from will have a help section teaching you how to set everything up.

    there are a bunch of programs that you can use, starting from a simple notepad and finishing with the software that my friend wrote for me HAY Web Editor
