    I like the text font change the logo and anyone can make a wordpress site so if you want value out of the website change the CMS.

    to plain work on the theme content is good and plenty - just work on the overall appearance. plenty of free wordpress themes out there and plenty of paid ones as well.

    I find it needing a lot of content and some TLC on the design.

    First of all the logo/title at the top needs some kind of faded image or graphic to give it some life. Maybe a photo of the city or some local attraction, but faded around 50% to keep focus on the title.

    Second, you need LOTS of content and blog posts. You need good content that will get on google and get in front of people who are interested in moving to Harlem or want to know more about it, etc.

    needs imagery and more content to look professional. try adding icons and widgets as well such as flickr and twitter.
