Website payments standard - does customer have to sign up?

On the paypal site it clearly states that with Website payment Standard the customer won;t have to sign up and can pay directly with credit card, but this doesn;t seem to be the case when linked from my buttons?

What's the deal. What account do i need to accept payments without customer signup?

Also, for a business account do need a bank account with an identical registered business name?

i have a business account but when i test the payment process i have to sign in to pay with a card. It specifically says on the website that no signing in is needed with website payments standard?!
