Depends on what you want to work with. Generally a blog would be better.

For general topics, I prefer blogs than websites.

The thing about a blog is that you always have new content, which keeps the website fresh. The thing about a website is that if you have one specific thing you want to highlight, it's always there, because on a blog, within a few posts, so to speak, whatever you wrote is now on the second page and moving down further and further. Sure, you could continue adding links to a sidebar of all those posts, but that's not pretty at all.

So, it depends on what you're hoping to do.

There is no fixed "this is better than that" web site vs blog thing. Website is purpose different from blog thingy. Blog means you keep updating like an online journal whereas website means it is more or less static.

I do not know if this has been covered yet - if it is please forgive me
Both have their uses and advantages
A blog after all is a weblog - a type of web
It is searchable - yet if you wanted particular pages - say a catalog of sorts for people to order from - then a single rolling blog , even with different categories might not be the best
Blogs have advantages - easy to set up , work very good for search engine optimization purposes - better than static web sites
note: a website can have a blog attached of course

I depends. But sometimes, free blog style may be nearly the same. And maybe you don't know how to change the
code to get a different style. Then you will attract your vistors by the style. If you can afford a well-designed
website,I think it's a good choice for you to use a website. But when you use the template website,a blog will also
    make it.

Yes but if you use a blogger hosted blog account for all your effort you may wake up one morning and find that blogger has closed you down for no apparent reason

If you've already a website you can create a blog with subdomain that's going to help you to generate some traffic for your main site.

Go for website coz its more easy to expand it when your website growth too big.
In the website you can have a forum to discuss about the general topic.
